Abruptly, a Lemon-named girl appears. She presents Shin-chan with a message sent by Action Mask, Shinnosuke’s hero. Shinnosuke begins espionage training with Lemon when he has complete faith in her. When the action mask eventually gives them an assignment, the two turn into action spies. “The doctor of evil stole my precious capsule,” is the mission statement. Return it. In the first scene of the film, Lemon, a young female spy, breaks into the World Human Research Centre with the intention of finding the person known as the “Blue Key.” But when she finally locates her objective, Shinnosuke is shown to be the one.
Later, Shin-chan is seen watching his favourite show, Action Mask, back in Kasukabe. However, he is quickly reprimanded by his parents for abruptly farting. After that, he goes for a stroll when all of a sudden, an Action Mask-like mask drops from the sky.
When he turns it on, a brief video of Action Kamen instructing him to become an Action Spy—a group of people from all over the world who act as secret spies to defend the world—is activated. Additionally, the video indicates that right before it self-destructs, he will be paired with Agent Lemon Sunomono, the previous girl. Lemon shows up and offers him his spy suit when he gets better.
