The picture begins with a shark swimming on a sunken ship; an octopus lands on its head next to a mermaid. While searching for the Mermaid tribe, the Merman tribe wrecks another planet.

Nobita’s mother tells him to go shopping, but he instead plays with Gian. His mother approaches Doraemon and her husband, but they refuse. Doraemon goes grocery shopping and notices Dorayaki, his favourite snack, on the list.

Suneo shows Gian and Shizuka his diving images from Palau. Nobita want to visit Suneo’s house to see more images, but he is refused, and Doraemon consoles him. Doraemon uses an underwater pump simulator to pump the water out of Tokyo, causing the city to submerge when Nobita wants to dive.

Nobita notices a fishtail and informs Doraemon that he has seen a mermaid. They are taking photographs when they hear a scream. A mermaid and a shark cast their shadows. Police said Nobita’s father saw a shark swim by the cigarette store. Nobita and Doraemon wonder how he saw it without his goggles.

Dekisugi, a young boy, looks through his telescope and sees a mermaid and a shark. Nobita searches for the shark, who is hiding behind him. Doraemon places a frog in the shark’s mouth. The shark and other fish swim back to the water, and the mermaid falls from the tree.
