Nobita dreams of being able to fly with wings after seeing a television show on allegedly humanoid birds sighted in Africa. After Doraemon refuses to assist him, he constructs wooden wings, but he continuously fails to fly with them. They observe a vortex open in the skies and a humanoid bird riding an aeroplane emerge while assisting Shizuka in reclaiming her pet canary.
Gusuke, a humanoid bird from “Birdopia,” introduces himself. Doraemon, Nobita, and Shizuka assist Gusuke in repairing his plane, and Nobita makes close friends with him. Gusuke is on his way home when Gian and Suneo catch up with him and take his jet.
Gian and Suneo are arrested by crow soldiers and brought to the vulture Commander Sea grid, where they will be executed. Meanwhile, Doraemon, Nobita, and Shizuka track down Gusuke at the owl Professor Hou’s residence after avoiding the same crow soldiers via an ostrich taxi service.
Hou reveals that Birdopia is a planet separate from the human world that is only connected during bird migration and is patrolled by Bird Migration Patrolling Troops. Sigrid was a member of the military until he was shot by humans and forced to retire, vowing revenge on humanity.
